Committee Introduction:
The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations. Founded in 1945 along with the Charter of the United Nations, the Security Council has 15 members and dedicates itself to maintaining international peace. Members of Security Council are selected in the General Assembly for a two-year term, except the permanent members which include China, France, Russian Federation, the United Kingdom, and the United States of America.
The voting procedure in Security Council requires a simple majority and at least nine affirmative votes, while five permanent members have veto powers. The presence of veto power means that a resolution cannot be adopted with negative votes from any of the permanent members.

Pursuant to Article 101 of the United Nations Convention on the Law of the Sea (UNCLOS), the definition of piracy is the action consists of any kind of violence or robbery toward other ship, aircraft, person or property, that carried out on high seas for private ends. One of the examples is the notorious Somalia piracy, which was most active around 2005. Since 2008, the United Nations Security Council (UNSC) adopted resolutions to respond to the threat of piracy. With global efforts paying off, the number of successful pirate hijacks has declined significantly.
However, piracy still remains a serious problem on high seas. Past UNSC actions include mostly the patrol of fleets from the European Union Naval Force (EU NAVFOR) and the North Atlantic Treaty Organization (NATO) in the High Risk Area (HRA). After a few years without major hijacking events, the frequency of patrol drops, and experts are concerned that it may again give rise to piracy. Past actions of UNSC did not provide a long-term solution for piracy issue.
While immediate military support for the region is important, the problem cannot be solved if the pirate network still exists. In this year’s Security Council, delegates have to explore the possibility to eradicate piracy from the grass root by reviewing the past actions and taking into account the current situation of the piracy issue.

Lloyd Huang, Chair of UNSC Greetings to all the delegates. My name is Lloyd Huang, and I’m currently a sophomore at National Taiwan University majoring Agricultural Chemistry. At university, I am an active participant in both the laboratory of our department and NTUMUN. Besides enjoying MUN conferences, I am an amateur mountain hiker and a passionate wildlife explorer. It’s really my honor to serve as the Chair of the United Nations Security Council in HSMUN 2018. To me, Model United Nations stands for “connection”, connect to people, connect to one’s country, and connect to the world we lived in. It is in the thorough discussion of conferences that every participant gets to know more about international affairs, learn to see things differently, and most importantly, acquire the ability of critical thinking. Hello delegates! I am Yi-Chen Chen, currently a freshman majoring in Finance at National Taiwan University. I am an outgoing and enthusiastic person, and I enjoy interacting with people. In high school, I was a member of the student ambassador, which gave me adequate communicating skills and the chance to interact with people from all around the world. I decided to become a MUNer to possess better English skills and to gain a broader horizon when I got into college. Since then, I have participated in several MUN conferences this year. After joining these conferences as a delegate, I wished for an opportunity to hold a conference as a member of the dais team, and luckily I got the chance to join the Department of Academics of HSMUN 2018. It is my pleasure to be an Assistant Chair in the United Nations Security Council this year, and I hope all of you have a wonderful experience during this camp. See you in July! I’m Gerent Chen, and I major in medicine in National Yang Ming University. First of all, I have to apologize for my photo. Although I am not too introverted, I am still afraid of standing in front of the camera. Accordingly, my face in the photo will be a little serious. As for my hobbies, I am interested in working out, including weight training and calisthenics, so if you have some problems with designing an appropriate program or if you have some questions about the concepts of building muscle mass, welcome to discuss with me. I will share with you my experiences and remind you of some of the essential information. On top of that, I also like to read extracurricular books, especially the topics concerning social science, with the purpose of broadening my horizon and building up the capability of critical thinking. All in all, thank you for your coming and I hope all of you can enjoy the activities and acquire lots of knowledge. |
